Installing Tactics
When you download a tactic, the correct place to install it is:

My Documents\Sports Interactive\Football Manager 2008\tactics

This can often be confused with the below, but do NOT put it there:

C:\Program Files\Sports Interactive\Football Manager 2008\data\tactics

Installing Training
When you download a training scheme, the correct place to install it is:

My Documents\Sports Interactive\Football Manager 2008\training

This can often be confused with the below, but do NOT put it there:

C:\Program Files\Sports Interactive\Football Manager 2008\data\training

Are they in the correct file format? It should be *.tsh iitc, I'm guessing yours are either *.zip or *.rar and need extracting first.

*.tac are tactic files not training. Are you sure you downloaded the right files?

Yes, it only applies to club management. International management has no training as far as I'm aware (been a long time since I've done it though, so it may have changed).

Alot of the fm2007 links are out of date now unfortunatly and that particular site has removed that particular piece of content.

Sorry for the inconvenience but there isn't much I can do about this sort of thing i'm afraid.
